How Dental Coverage & Reimbursements Work in Norway
Unlike ordinary healthcare in Norway, dental care for adults is largely private and paid out-of-pocket. However, Norwegian law provides generous public support for young adults, seniors, and patients with specific medical conditions.
Age 0–26 Subsidies
- 0–18 years: 100% free dental care through the Public Dental Service (Den offentlige tannhelsetjenesten).
- 19–20 years: Pay only 25% of the official county rate (75% covered by the state).
- 21–26 years: Eligible for extended county subsidies (up to 75% reimbursement under recent public dental reforms).
The 15 Helfo Conditions
Adults receive direct state coverage (Helfo-stønad) if dental treatment is caused by one of 15 statutory medical conditions, including:
- • Severe Periodontitis (tannkjøttsykdom)
- • Dental damage from accident or trauma (yrkesskade)
- • Severe tooth wear (tannerosjon / syreskader)
- • Dry mouth due to medication or Sjögren’s syndrome
- • Cleft lip/palate or rare medical conditions (SMD)
Dentists with direct settlement (direkteoppgjør) deduct Helfo refunds right on your invoice.
Emergency Dental (Tannlegevakt)
Acute dental injuries, knocked-out teeth, or sudden unbearable toothaches outside normal clinic hours are handled by the county emergency dental clinics (Tannlegevakt).
